Director of the Investment Attraction Department (Permanent Position)

Departmental Focus:
Support and facilitation of investment projects
Main Responsibilities:
- Performs his duties under the general supervision of the Chairman of the Board of the Partnership and the supervising Deputy Chairman of the Board
- Submits proposals to the higher management on improving the efficiency of activities and improving the work of the Department
Develops draft documents on issues within the competence of the Department - Reviews correspondence received by the Department, appeals from government agencies, organizations, individuals and legal entities, prepares written responses to correspondence received by the Partnership, participates in the preparation of draft documents on satisfaction or refusal to satisfy received written documents
- Implements the performance assessment system developed by the Partnership based on strategic guidelines
- Interacts with government agencies and organizations, within the framework of the types of activities provided for by the charter of the Partnership, as well as with the structural divisions of the Partnership, in order to implement the assigned functions
- Approves, at the request of the management of the Partnership, information and materials on the activities of the Department
- Coordinates the implementation and promotion of new projects, the development of internal regulatory documents, concepts and methodologies for new projects, the conclusion of memorandums of cooperation and the involvement of participants in new projects
- Accepts a report on the advisory services provided on measures of state support to investors
- Conducts negotiations with existing companies interested in cooperation and the signing of agreements (cooperation agreements, agreements of intent, confidentiality agreements) regarding interaction with potential and existing investors
- Participates and coordinates in interregional and international meetings, conferences, business missions in terms of organizing interregional and international visits of representatives to the Partnership
- Organizes forums, investment conferences, seminars and other presentation events
- Organizes negotiations and meetings between representatives of foreign companies interested in investing in Almaty, government agencies and Kazakhstani businesses
- Interacts with investors, including organizing meetings and negotiations of interested government agencies and companies with them on the implementation of investments in the city of Almaty
- Provides assistance in solving current issues of investors in the territory of the city of Almaty
- Participates in events related to exhibition and presentation activities with a presentation of the investment potential (including promotional materials) of the city in order to distribute among potential investors
- Prepares presentations and reports, as well as other materials, selection of targeted investment projects in the amount determined by the format of the meeting within the framework of organizing interregional and international visits of companies to Almaty
- Participates in field events related to the Department’s activities in order to intensify efforts to attract investment, as well as inform about the mechanisms for implementing successful practices in the development of entrepreneurial and investment activities, in order to increase the investment attractiveness of the city
- Accepts the prepared monthly report on the work done by the structural divisions of the Partnership
- Coordinates the process of implementing public procurement and developing technical specifications within the competence of the Department
- Adheres to the Rules of the internal labor regulations and other internal documents of the Partnership
- Performs other duties in accordance with his position and the instructions of the management of the Partnership
- Provides a report on the work done at the request of the Chairman of the Management Board and the supervising Deputy Chairman of the Management Board of the Partnership
- Accepts reports from employees of the Department, checks for compliance and comments on submitted reports, ensures timely, reliable and complete registration and submission of primary, accounting, production and other documentation in accordance with the accepted Rules
- The Department accepts the daily work plan of employees for the current working day, taking into account the workload for the working hours set for the remote mode in electronic form (in Microsoft Excel format, “extension.XLS or .XLSX”), an established sample, via electronic communication
Candidate Requirements:
- Higher and/or postgraduate education in fields such as arts and humanities, business, management and law, natural sciences, mathematics and statistics
- At least 5 (five) years of work experience in professional areas relevant to the position’s scope of activities
- Proficiency in Kazakh, Russian, and foreign language is mandatory
- Computer literacy and knowledge of specialized software: MS Office (Microsoft Word, Excel, PowerPoint), PDF, Adobe Photoshop
- Additional/specific job conditions: Availability of certificates, letters of appreciation, or awards is welcomed. Willingness to travel on business trips, etc.
Manager of the Investment Attraction Department (Temporary Position)

Departmental Focus:
Support and facilitation of investment projects
Main Responsibilities:
- The Partnership uses software designed to generate Department responses based on the volume of incoming requests from government agencies, as well as appeals from individuals and legal entities
- Provides consulting services on state financial support instruments and regional business development programs
Participates in field events related to the Department’s activities in order to enhance work on attracting investments - Interact with other Departments to share information and resolve emerging issues
- Participates in cooperation with government agencies, development institutions and other investment entities to ensure the smooth implementation of the project
- Performs other duties in accordance with his position and the instructions of the management of the Partnership
Candidate Requirements:
- Higher and/or postgraduate education in fields such as arts and humanities, business, management and law, natural sciences, mathematics and statistics
- At least 1 (one) year of work experience in professional areas relevant to the position’s scope of activities
- Proficiency in Kazakh, Russian, and foreign language is mandatory
