ANNOUNCEMENT of a competition to provide grant financing within the framework of the National Project for the Development of Entrepreneurship for 2021-2025

The subject of the competition: State grants are provided to aspiring entrepreneurs, including aspiring young entrepreneurs, free of charge in priority sectors of the economy according to the list of priority sectors of the economy in accordance with Annex 1 to the Rules of state grants for the implementation of new business ideas within the framework of the national project for the development of entrepreneurship for 2021-2025, approved by the Decree of the Government of the Republic of Kazakhstan dated December 31 2019 No. 1060
Grant amount: up to 5 million tenge.
The form of the competition: an open competition.
Budget: 545 million tenge.
The place of submission of applications for participation in the competition: in electronic form through the web portal of “Electronic Government” in the information system “Kezekte.kz “. The portal is open 24/7.
The deadline for submitting the tender documentation is from June 1, 2023 to June 11, 2023 inclusive. Applications received after the specified period are not subject to acceptance.
In accordance with paragraph 25 of the Rules, in cases where an entrepreneur submits an incomplete set of documents or submits unreliable data or documents that do not comply with the forms established by the terms of the Rules for Granting State Grants, the regional coordinator returns the submitted documents to the entrepreneur indicating specific deficiencies in the submitted documents.
The procedure for submission of tender documentation: To participate in the competition, applicants submit an application in an approved form and a complete package of tender documentation in electronic form via the e-government web portal. Electronic applications for participation in the competition are submitted at the link: (https://kezekte.kz /).

To register in the personal account of the web portal “Kezekte.kz ” users provide the following information:
1) for individuals (individual entrepreneurs) – IIN, full name; surname, first name and patronymic (if any);
2) for legal entities (LLP), subjects of social entrepreneurship – BIN, full name; surname, first name and patronymic (if any) and IIN of the first head;
3) contact information (postal address, phone, e-mail address);
4) details of the IP/LLP bank account in a second-tier bank.
For reference: If the above data is changed, the user changes the personal account data entered into the personal account within one business day.
After registering on the web portal “Kezekte.kz ” an entrepreneur submits an application for participation in the competition by attaching the following scanned copies of documents in PDF format to the application:
1) a certificate of the average number of employees at the time of filing the application, certified by the signature of the head and the seal of the applicant (if any);
2) a copy of the document confirming that the entrepreneur has completed training in the basics of entrepreneurship under the Bastau Business project within the framework of the national project for the development of entrepreneurship for 2021-2025, approved by Decree of the Government of the Republic of Kazakhstan dated October 12, 2021 No. 728 “On approval of the national project for the development of entrepreneurship for 2021-2025”, with a limitation period of no more than 3 (three) years old;
3) documents confirming the availability of co-financing (in cash, movable/immovable property participating in a business project) of expenses for the implementation of a business project in the amount of at least 20% of the amount of the state grant provided, an extract from a bank account on the availability of funds in the entrepreneur’s current account or documents confirming the estimated value of movable and (or) real estate participating in a business project;
4) a copy of the notification of registration of an individual entrepreneur with information about the entrepreneur’s activities in priority sectors of the economy (in case of non-availability of information as a result of interaction of information systems).
The application is registered in the subsidy information system by signing it with the entrepreneur’s EDS and becomes available in the personal account of the regional coordinator.
If, prior to the adoption of the program by the Regional Coordinator, an error has been detected in the registered application, the entrepreneur has the right to withdraw the application indicating the reason for the withdrawal.
An entrepreneur has the right to submit only one application to participate in the competition.
The Regional Coordinator of the Program, within 4 (four) working days from the date of registration of the application by the entrepreneur, confirms its acceptance by signing an appropriate notification using EDS. This notification becomes available in the entrepreneur’s personal account.
In cases where an entrepreneur submits an incomplete set of documents, or submits unreliable data or documents that do not comply with the forms established by the terms of the Program, the regional coordinator of the Program returns the submitted documents to the entrepreneur indicating specific shortcomings in the submitted documents for revision.
